বৈধভাবে যেকোনো ব্যবসা পরিচালনার জন্য প্রয়োজন হয় ট্রেড লাইসেন্স। Trade অর্থ ব্যবসা এবং License অর্থ অনুমতি; অর্থাৎ, ব্যবসা করার জন্য যে অনুমতি, পত্রের মাধ্যমে দেওয়া হয়, তাকে Trade License Paper বলা হয়। সিটি কর্পোরেশন কর বিধি, ২০০৯ এর মাধ্যমে বাংলাদেশে ট্রেড লাইসেন্সের সূচনা ঘটে।
প্রতিটি ব্যবসার জন্য ভিন্ন ভিন্ন লাইসেন্স থাকা বাধ্যতামূলক। সুতরাং বৈধভাবে কোনো ব্যবসা পরিচালনা করতে চাইলে ট্রেড লাইসেন্স করা অত্যাবশ্যক। কিন্তু দীর্ঘদিন ধরে অনেকে ট্রেড লাইসেন্স ছাড়াই নিজ নিজ ব্যবসা পরিচালনা করে আসলেও ট্রেড লাইসেন্স নিয়ে যেন কোন মাথা ব্যথা নেই। এদের মধ্যে অনেকের মেয়াদ আছে আবার অনেকের মেয়াদ হারিয়েছে দীর্ঘদিন। সেকারণে যারা নতুন ব্যবসায় নাম লিখিয়েছে তাদের জন্য নতুন ট্রেড লাইসেন্স ও যাদের পুরানো ট্রেড লাইসেন্স আছে তাদেরকে নবায়ন করতে ও এবিষয়ে সকল প্রকার ব্যবসায়ীকে এ তথ্য জানাতে বেনাপোল পৌরসভার মেয়র আশরাফুল আলম লিটন এর নির্দেশে একদল পৌর কর্মকর্তা বিভিন্ন ব্যবসা প্রতিষ্ঠান মনিটরিং করেন। একই সাথে ফুড লাইসেন্স আছে কিনা সেটা দেখেন ও যাদের নেই তাদেরকে উদ্বুদ্ধ করেন বেনাপোল পৌর স্যানেটারী ইন্সপেক্টর রাসিদা খাতুন।
ট্রেড লাইসেন্স সম্পর্কে অনেকে বলেন, হঠাৎ করে ট্রেড লাইসেন্সের নির্ধারিত টাকা পূর্বের চেয়ে দ্বিগুন বাড়িয়ে দেওয়ায় অনেকে বছর শেষে লাইসেন্স রিনু করতে আগ্রহ হারাতে দেখা গেছে। এক্ষেত্রে মধ্যস্ত করে যদি ট্রেড লাইসেন্সের মুল্য সংশোধন করা হয় তবে সকল ব্যবসায়ীরা আগ্রহী হবেন বলে জানান।
প্রতিটি ব্যবসা প্রতিষ্ঠনের ট্রেড লাইসেন্স মূলত সিটি কর্পোরেশন এই প্রক্রিয়াটি পরিচালনা করে থাকে। তাছাড়াও ইউনিয়ন পরিষদ, পৌরসভা, উপজেলা কিংবা জেলা পরিষদ এই লাইসেন্স প্রদান করে থাকে। মূলত ব্যবসার ধরনের ওপর নির্ভর করে লাইসেন্স ফি নির্ধারিত হয়। আবেদনের ভিত্তিতে কর্তৃপক্ষ প্রতিষ্ঠান সম্পর্কে তদন্ত করতে এবং এর প্রতিবেদনের ওপর ভিত্তি করে নির্দিষ্ট পরিমাণ লাইসেন্স ফি পরিশোধের মাধ্যমে লাইসেন্স দিয়ে থাকে। তবে সর্বনিম্ন ১৮ বছর বয়সের যেকোনো নাগরিক ট্রেড লাইসেন্সের জন্য আবেদন করতে পারবেন। মূলত দুই ধরণের ট্রেড লাইসেন্স রয়েছে- নতুন ট্রেড লাইসেন্স ও ট্রেড লাইসেন্স নবায়ন। লাইসেন্স নবায়ন একটি নিয়মিত প্রক্রিয়া, যার মেয়াদ এক বছর।
